Rashad McNulty

36 years old · died January 29, 2013 · Westchester County Department of Correction, Westchester County, New York

Rashod McNulty, 36, was the father of six children, worked installing windows with his stepfather, and was engaged to Erica Melvin. His mother, Lydia McNulty, described him as a joker who loved his family. In January 2013 he was held at the Westchester County Jail in Valhalla, New York, where he complained of chest and stomach pain; according to a New York State Commission of Correction report, his symptoms were highly indicative of acute coronary syndrome. After he collapsed in his cell block, his family says jail staff returned him to his cell rather than sending him to the clinic, and an ambulance was not called until about 5:12 a.m. He was pronounced dead at Westchester Medical Center. The Commission of Correction found that timely emergency care may have prevented his death, and his family's federal lawsuit alleges grossly negligent medical care, while the county says staff followed procedure.

Cause of death, as reported: Died of illness (disputed; neglect alleged). The Commission of Correction said his symptoms were highly indicative of acute coronary syndrome and that jail nurses failed to treat him seriously, while his family's federal lawsuit alleges grossly negligent medical care and the county says staff followed procedure.

Reported by: New York State Commission of Correction (outside investigators); family's federal civil rights lawsuit (family or their lawyers); Westchester County Jail (the agency that held him); autopsy.

Custody: Awaiting trial.

Lawsuit: His fiancée, Erica Melvin, and family sued Westchester County and its contracted health provider over his care, and a settlement with his family was reportedly reached around 2019 with no amount reported.
