A man held at the South Bay Detention Facility in San Diego County died by suicide in March 2018, according to a San Diego County grand jury. The grand jury said he used cloth torn from his bedding and strung it through a vent cover in his cell. The Sheriff's Department had known the vent cover had a design flaw, but a plan to replace or modify it was put on hold over cost and a delayed renovation. A grand jury report from May 2019 said the problem had still not been fixed.
