Thirteen of the twenty-four people held at Bilibid prison in Manila died in November 1906 after being inoculated during a cholera serum experiment run by the Philippine government's bureau of science. Officials said the tubes of cholera serum had been accidentally mixed with tubes containing plague cultures, and early reports gave the death toll as ten, then twelve. A committee of Filipinos and scientists found that no one was responsible for the accident and recommended a liberal provision for the families of those who died. The Secretary of War called it an unfortunate incident.
