Ten people held at Bilibid Prison in Manila died in November 1906 after receiving cholera inoculations in an experiment run by the Bureau of Science. Governor-General Smith's dispatch to the War Department said a visitor may have misplaced a bottle of plague culture that was mixed into the cholera serum, and a committee of scientists found that attenuated plague cultures had been mixed into the serum. A Filipino committee found that no one was responsible for the accident and recommended provision for the families of the dead. The War Department said it would look after the families, and further inoculations were halted until the serum was tested.
