Tremaine Howell died while held at the Ector County Jail in Odessa, Texas. Bodycam footage from that night shows jail personnel restraining him while he moaned on the ground. The medical examiner ruled his death an accidental methamphetamine overdose, and the autopsy reported a knotted baggie found in his stomach.
