Tommy Xiong
Tommy Xiong, 22, was held at the Outagamie County Jail and was allowed out on work release, leaving at noon on Aug. 10. He was due back at 4 a.m. on Aug. 11 but did not return, and a homeowner found his body in a backyard in Appleton at about 7:10 a.m. that day. Appleton police said he was homeless, while the jail said he had a place to live at the jail. Authorities have not released details of the death and are waiting on toxicology results.
