Terry D. Lee, 21, died in March 2013 at the Durham County jail in North Carolina, where they were held. A state report said Lee was found hanging from a sheet tied to a cell window bar, the day after being booked into the jail. The report said the county failed to account for Lee's history of mental illness and called for the county to address the window bars.
