Terrance Duncan
Terrance Duncan, 34, died at the Schenectady County Jail on August 2, 2015. He was the father of five children, two of whom he had with Monique McNeil. A state Commission of Correction report attributed his death to a heart attack linked to an enlarged heart and sickle cell anemia, and said jail medical staff failed to recognize the severity of his illness and did not promptly transfer him to a hospital, though it said the death may not have been preventable. The sheriff's department said at the time that he died while under constant medical supervision. His estate's federal lawsuit against the county, the sheriff and the medical contractor alleges deliberate indifference to his medical needs.
