Richard Walker, 33, of Norfolk, died on April 5, 2026, while held at the Norfolk city jail. Norfolk Police Division Capt. Michael Bauer said a dispatcher found him unresponsive in his cell around 10:30 p.m. with a makeshift noose around his neck, and that he was taken to Faith Health in Norfolk, where he was pronounced dead. Police said routine checks were made throughout the day. The Madison County Sheriff's Office has been asked to investigate independently, and a grand jury will review the evidence; a second report says the death is under investigation and the manner has not been determined.
