Richard Boggs

Richard Boggs was executed by electrocution in Virginia. According to a recording reported by NPR, staff struggled for more than two minutes to connect a call from the governor's office, a call that could have stopped the execution. NPR reported that the governor did not call to spare him, and the execution was carried out.
