Richard A. Carter
Richard Carter, 63, died at Dauphin County Prison in Harrisburg in the early hours of December 24, 2022. WFMZ reported that he had a medical emergency shortly after midnight and was pronounced dead at 12:54 a.m. He had a preexisting medical condition that required medication, and the prison said a review of video showed a nurse had checked on him and given him medication the evening before. The Dauphin County Coroner and the District Attorney's Criminal Investigation Unit are reviewing the circumstances, and the manner of death is listed as pending.
