Randy Hall, 48, of Nashua, was held at the Valley Street jail in Manchester, which Hillsborough County runs. Randy was admitted to Elliot Hospital on Nov. 3, 2021, and died there on Nov. 9. Jail Superintendent Willie Scurry said Randy did not have COVID-19, even though the jail had an outbreak at the time.
