Phillip Ray Waters
Phillip Ray Waters, 50, of Greer, South Carolina, died while held at the Greer city jail shortly before 3 a.m. on Tuesday, August 21, 2018. Emergency medical workers were unable to revive him. Greenville County Deputy Coroner Kent Dill said the manner of death was suicide. The coroner's office and the State Law Enforcement Division are investigating the death.
