Odiakosa Sylvester Obazeh, 40, of Chino Hills, died at the West Valley Detention Center in Rancho Cucamonga, San Bernardino County. County officials said he suffered a medical emergency in his cell on April 3 and was found unresponsive, then taken to a hospital, where he was pronounced dead on April 12.
