Luis Ramirez-Marcano, a 59-year-old Cuban national, died in February 2018 while held at the Krome Detention Center in Florida, where he had been since January. His younger brother, Frank Suarez-Garrido, said Luis entered detention in full health, full of dreams, and came out as a dead body. The American Immigration Council reported that he was the third person to die in ICE custody since October 1, 2017.
