Lisa Marie Howell, 37, of West Fargo, was held at the Cass County Jail in late November 2016. Her brother, Rod Burley, said she was a fun, loving person who had sought help finding an apartment and getting sober after learning she was pregnant, and that she had stayed sober for about six months.
