Kenneth Marcum
Kenneth Marcum, a man in his fifties, was placed in a detox cell at the Campbell County jail in Kentucky. His mother, Sandra Richard, said he should never have died and that when he cried for help, no one answered him. A lawsuit by his mother against the jail, its employees and the private health provider says staff ignored him for hours despite a protocol requiring checks every 20 minutes. Staff found him dead on the morning of April 27, 2008, and the case settled in 2011 for about $113,000. His attorney, Robert Blau, pressed the state to investigate the death, and the report says the state Department of Corrections did not investigate it.
