Juan Miguel Munoz Penalver

21 years old · died February 25, 2026 · Louisville Metro Department of Corrections, Jefferson County, Kentucky

Juan Miguel Munoz Penalver was a 21-year-old barber who moved to the United States from Cuba in 2024. His stepmother described him as a young man with dreams, plans and a future, and his family said he had struggled with mental health problems and had received treatment for them. He died in February 2026 while held at the Louisville Metro Department of Corrections downtown jail, where staff had placed him on suicide watch days earlier, yet Louisville Public Media reported that records show he was checked only every 30 minutes and more than five hours passed before staff found him on the cell floor. A death certificate obtained by the Kentucky Center for Investigative Reporting lists acute psychosis and dehydration as causes and suicide as the manner, while a jail spokesperson said he understood the death to be from natural causes. His family and the ACLU of Kentucky question whether jail staff properly monitored him, and the Louisville Metro Police Public Integrity Unit and the Jefferson County Coroner's review remain open.

Cause of death, as reported: Died by suicide (disputed; neglect alleged). The death certificate lists acute psychosis from dehydration caused by his refusal of fluids, food and care, with suicide as the manner, while the jail spokesperson said he understood it was natural causes; records show he was on suicide watch with checks every 30 minutes, yet a camera recorded him on the cell floor and staff did not find him for more than five hours.

Reported by: Death certificate (obtained by the Kentucky Center for Investigative Reporting) (medical examiner or coroner); Louisville Metro Department of Corrections (the agency that held him).
