Joseph Evan Osbourne, 38, was found unresponsive in his cell at Western Virginia Regional Jail on April 19, 2020. Jail staff began life-saving measures before Roanoke County Fire-EMS arrived, and he was pronounced dead at 7:25 a.m. Roanoke County Police said the death was from natural causes and was not related to COVID-19. The medical examiner was to perform an autopsy.
