Jose Garcia Paniagua, 47, of King City, was a father of four. A neutral monitor's reports say he was suicidal and was placed in a holding cell at the Monterey County Jail, where he hanged himself with a payphone cord within minutes on June 9, 2023. The monitors said he should have been hospitalized and enrolled in a methamphetamine withdrawal program. His family is represented by attorney Jamie Goldstein.
