Jesus Alejandro Payan
According to Pasco police, Jesus Alejandro Payan, 23, was a familiar figure who often rode his bicycle around downtown. He was found dead on November 21, 2021, in his cell at the Franklin County jail, where he had been housed alone in a COVID isolation cell. The Franklin County Coroner's Office ruled his death a suicide by strangulation. An investigation found that he had told people in the community he planned to hurt himself, but that this information was not shared with jail staff.
