Jessica Vanover
Jessica Vanover, a 42-year-old mother of a young daughter, died in January 2021 while held at the Campbell County Detention Center in Newport, Kentucky. Her family's lawsuit says she was kept in a restraint chair for more than 16 hours, largely without monitoring, well beyond the manufacturer's recommended two hours. The jail's lawyer, Jeff Mando, says an autopsy found a methamphetamine overdose and denies that staff did anything wrong. The cause and manner of death remain disputed between the family's claims and the jail's account.
