Jay W. Foster, 71, died on February 2, 2023, while held at the Nelson Coleman Correctional Center in St. Charles Parish, Louisiana. The St. Charles Parish Sheriff's Office announced his death and said he had a heart condition and a medical visit scheduled for that day. FOX 8 reported that he was taken to a hospital, where he died. The cause of death is pending the parish coroner's autopsy.
