Franklin Ross Allen
Franklin Ross Allen was diagnosed with stage four bladder cancer and was held at the Natrona County Detention Center in Casper in January 2020. In a federal civil rights complaint filed that year, he said jail staff delayed or denied him medical care and pain treatment. The estate's court filings, brought by Carolyn Rosemary Domanoski as personal representative, say he repeatedly complained of severe pain and was often dismissed without being seen by the jail physician.
