Donald L. Souter
Donald L. Souter, 75, died on September 4, 2022, at the Wyoming Medium Correctional Institution in Torrington, according to the Wyoming Department of Corrections. A department spokesman, Paul Martin, announced the death on September 7. The department said an autopsy would be performed under its policy to determine the cause of death, and no cause had been established at the time of the announcement.
