Debbie Loggins
Debbie Loggins died on September 17, 2005, after Carroll County, Mississippi, deputies responded to a call in the early morning and restrained her. Deputies hogtied her and placed her facedown in a squad car; during the drive toward the jail she was reported to have become quiet and may have stopped breathing, and the driver was said not to have realized it. She was pronounced dead at a hospital. The autopsy by pathologist Dr. Steven Hayne attributed her death to advanced heatstroke and ruled it an accident, without mentioning positional asphyxia. Her estate sued, but a federal judge dismissed the lawsuit.
Cause of death, as reported: Died from neglect by staff (disputed). Pathologist Dr. Steven Hayne attributed the death to advanced heatstroke and ruled it an accident, while her estate's lawsuit says deputies hogtied her and left her facedown in a squad car, and that she may have stopped breathing during the drive without the driver noticing.
Reported by: Dr. Steven Hayne, pathologist who conducted the autopsy (medical examiner or coroner); her estate's lawsuit (family or their lawyers).
Lawsuit: Her estate sued Carroll County and its deputies over her death, and a federal judge dismissed the lawsuit with nothing paid.
