David L. Payne
David L. Payne, 27, died on October 28, 2013, in Pickaway County, Ohio, after he got away while being transported to a county hospital while in custody. According to Pickaway County Sheriff Robert Radcliff, the vehicle Payne was driving went off Route 104 and rolled several times during a pursuit by law enforcement, and he was thrown from it. The sheriff said the pursuit reached speeds above 100 mph before a deputy used stop sticks to flatten the tires. The sheriff said no officers were injured.
