David L. Humphrey
David L. Humphrey, 66, retired from teaching and served on the Lincoln City Council. He died in hospice care at the Eastern Oregon Correctional Institution in Pendleton, according to the state Department of Corrections, which has not said how he died. Court records show he had terminal lung cancer and had received chemotherapy. His family had asked the parole board for early medical release so he could die at home.
