Brian C. Downs
Julie Downs describes her son Brian C. Downs, who was 40 and had a daughter, as a kind, generous and unique person who was full of life and loved by many people. She said he had struggled with addiction, and that the night before he died he called her, said he was sick, and asked her to pay bond so he could get treatment. He died in April 2022 at the Morgan County Jail in Jacksonville, Illinois. The family's federal lawsuit says he collapsed in the booking area during heroin withdrawal, that jail staff did not get him medical care over a 34-hour span while he vomited and spat up blood, and that he died on the floor before a deputy could take him to the hospital. An autopsy, as reported in the lawsuit, found dehydration and septic shock from a bowel obstruction; the Morgan County Sheriff's Office said the sheriff denied that cost played any role in decisions, and Morgan County agreed to a $6 million settlement without admitting fault.
Cause of death, as reported: Died from neglect by staff (disputed). An autopsy found dehydration and septic shock from a bowel obstruction, and his mother's lawsuit says jail officials and medical staff failed to respond as he vomited or spat up blood over 34 hours during heroin withdrawal.
Reported by: autopsy; Julie Downs and attorney Richard Frazier, in the family's lawsuit (family or their lawyers).
Lawsuit: His mother sued on behalf of his estate in federal court, and Morgan County agreed to a $6 million settlement that the court approved without any admission of fault.
