Brayan Rayo-Garzon
Brayan Rayo-Garzon, 27, was a Colombian military veteran held in immigration custody by U.S. Immigration and Customs Enforcement at the Phelps County Jail in Rolla, Missouri. According to The UnPopulist, he asked for a mental health appointment and a call to his mother, and slid notes under his cell door to make those requests, but the appointment was canceled twice and he did not get either. The outlet reports he was found unconscious in his cell about an hour after a guard collected one of his notes, and he died at a hospital on April 8, 2025. ICE's own listing records his death at the jail on that date, while the cause of death and the circumstances in which he was found are not established in these sources.
Cause of death, as reported: Cause not yet determined (neglect alleged). Accounts report that his mental health appointment was canceled twice and that a requested call to his mother never happened, and that a guard collected one of his notes shortly before he was found unconscious in his cell.
