Billy Ray Lacy
Billy Ray Lacy, 49, of Davenport, died on April 1, 2019, while held at the Scott County Jail in Iowa. The Scott County Sheriff's Office said jail staff found him unresponsive in his bed during a morning wellness check, and medics pronounced him dead. An autopsy was performed, and its results were pending when the report was published. The Iowa Division of Criminal Investigation was asked to lead the investigation into his death.
