Betty Wills
Betty Wills, 52, was held at the Hampton Roads Regional Jail in Virginia in January 2013. According to a Justice Department report, she was described as actively psychotic when she was admitted, and she had diabetes, thyroid disease and congestive heart failure. The report says she was allowed to deteriorate while at the jail and died in a local hospital.
