Angel Perez-Rios
Angel Perez-Rios died in January 2016 after he hanged himself while held at Rikers Island in New York City, during a winter storm. A source told the New York Post that the ambulance took longer than usual to reach him because of snowbound roads, which could have reduced his chance of survival. The Department of Correction said staff followed standard protocol to revive him and that its emergency operations center was appropriately staffed. Sources dispute that account of the department's response.
Cause of death, as reported: Died by suicide (disputed; neglect alleged). The Department of Correction says he hanged himself and that staff followed standard protocol to revive him, but others dispute the response, saying snowbound roads delayed the ambulance and the emergency operations center was not adequately staffed.
Reported by: Department of Correction (the agency that held him). The only account of how this person died comes from the agency that held him.
