75 years old · died November 20, 2016 · Orange County Detention Center, Orange County, Florida

William Henry Howard was 75 years old, and a neighbor, Michael Newman, described him as a very nice fellow who was quiet and easy to get along with. He was held at the Orange County Jail in Orlando, Florida, and died at Orlando Regional Medical Center in November 2016. The jail said he died from a traumatic injury sustained when correctional officers used an approved physical control technique while trying to move him to another cell. The medical examiner's final autopsy report ruled his death a homicide, and the Sheriff's investigation found no probable cause for a criminal complaint, while the jail's internal review was still active.

Cause of death, as reported: Killed by staff. The medical examiner's autopsy ruled the death a homicide, and the Orange County Corrections Department says officers' use of an approved physical control technique caused a traumatic injury.
