Tori Herr
Tori Herr was an 18-year-old aspiring artist. In April 2015 she collapsed at the Lebanon County jail in Pennsylvania and died days later. Before her death she told her mother by phone that she just wanted something to drink. A 2017 BillMoyers.com report listed her death among several alleged opiate withdrawal deaths in jails that year, and Lebanon County officials declined to comment.
